Movie synopsis: Someone is murdering children in a German town. The police are doing all they can to solve the case but, after several months, several murders and exhausting work, still have no clues. Their methods of trying to find the murderer start to adversely affect the local criminal community. Due to this, the local organized crime syndicate takes it upon themselves to find the murderer and mete out punishment.
